Hi Charles - this is actually a Blue Skimmer ... but confusingly not blue. Like many dragonflies, the blue colour varies between individuals, and typically develops as the insect matures/ages. A clue to this family (Libellulidae) is in the distinctive wing venation (although that's not quite visible in this photo). They are 'perchers', and will often return repeatedly to the same landing spot.
