Fine (narrow diameter) scape, few flowers per inflorescence, barely make out few of the leaves in the third photograph which appear to fit too (but certainly do not fit Stylidium armeria leaves). : Stylidium montanum .

For more confirmation, do you have any more photographs please?
–preferably of the leaves and of the scape below the bottom flower .

Rust affected Veronica gracilis - I have identified similar plants in my fieldwork. The habitat and form of these plants is classic.

Yeah hard to identify from this plant material alone.
These stems and plants in these photographs have a rust fungus infection, as you can see here too.
